What does the Flagger Ahead Sign mean?

A flagger is an authorized person who controls the movement of vehicles through a construction zone using hand signals and a stop/slow paddle. In Ontario, flagger directions are legally equivalent to traffic signals. Failing to obey a flagger is a Highway Traffic Act offence and carries the same penalty as running a red light.

What to do when you see it

Reduce speed significantly when you see this sign. Watch for the flagger and their paddle. Stop when the flagger displays the stop side. Proceed only when the flagger displays the slow side and waves you through. Do not rush past the flagger or ignore their signals. Treat them as you would a traffic signal.

Where you'll see it in Ontario

Flagger ahead signs are placed in advance of construction zones where the road is reduced to alternating one-way traffic, where equipment crosses the road, or where workers are directly adjacent to vehicle lanes.

G1 test relevance

The authority of flaggers is tested in the G1 exam under traffic control devices. Candidates must know that a flagger has the same legal authority as a traffic signal and that disobeying a flagger is an offence.

Common mistakes drivers make

Treating flagger instructions as suggestions and proceeding before being waved through is a dangerous and illegal mistake. Another error is following the vehicle ahead through the zone without checking whether the flagger has signalled your vehicle specifically.
