Ontario's driving school industry is regulated by the Ministry of Transportation (MTO), but that does not stop unlicensed operators from collecting money and disappearing. The most common victims are newcomers to Canada who are unfamiliar with the licensing system, students who find deals on social media or Kijiji, and anyone who books without doing basic verification. The cost is not just money. Completing a course with an unlicensed school means your BDE certificate is worthless, your insurance discount application will be rejected, and your MTO records will show no approved training. You may need to start the entire process over.
What MTO Approval Actually Means
In Ontario, driving schools that offer the Beginner Driver Education (BDE) program must be licensed by the MTO. This is not a self-certification. The MTO inspects schools, audits curriculum, and requires instructors to hold a valid certificate of approval (COA). An MTO-approved school must:
- Hold a current MTO driving school licence
- Employ only MTO-certified instructors with valid COAs
- Deliver the full 20-hour classroom curriculum and 10+ hours of in-car instruction

How to Verify Any Driving School Before You Pay
The MTO does not currently publish a searchable public directory of approved driving schools online, which is a frustrating gap. However, you can verify any school through these methods.
- Call the MTO directly at 1-800-267-8097 and ask them to confirm the school holds a current BDE licence
- Ask the school to provide their MTO driving school licence number in writing
- Ask to see the instructor's Certificate of Approval (COA) before your first lesson
- Verify that the school's vehicles have the school name and licence number displayed
- Check that the business has a verifiable physical address (not just a cell number and a social media page)
- Confirm the school appears in Google Business results with reviews, photos, and a history of activity
Red Flags: Signs a Driving School May Not Be Legitimate
Most fraudulent driving schools share common warning signs. If you encounter any of these, stop and verify before paying anything.
- Price is dramatically lower than all other schools (legitimate BDE programs cost $500 to $1,000+)
- No physical address, only a cell number or social media contact
- Cannot or will not provide an MTO licence number when asked
- Instructor has no COA or refuses to show identification
- Payment required in cash only with no receipt or contract
- No written course schedule or curriculum outline
- Promises of guaranteed passes or unofficial shortcuts to licensing
- No Google reviews, Google Business Profile, or verifiable online presence
- BDE certificate is a PDF with no MTO record attached
Why Cheap Deals on Kijiji and Social Media Are High Risk
Unlicensed instructors frequently advertise on Kijiji, Facebook Marketplace, and Instagram with prices significantly below market rates. These are almost always unlicensed. They can take you for drives and teach you to drive in a practical sense, but they cannot issue a valid BDE certificate. Your insurance company will reject the certificate, and the MTO will have no record of your training. If you later try to claim the insurance discount or use the certificate to reduce your G1 hold period, you will be told it is invalid. The money paid to an unlicensed operator is not recoverable, and you will need to complete a full BDE program with a licensed school from the beginning.
What to Ask Before Booking Any Driving School
These five questions will tell you everything you need to know about a school before you hand over any money.
- What is your MTO driving school licence number? (A legitimate school will give this immediately)
- Are your instructors currently certified with the MTO? Can I see the instructor's COA?
- Will my BDE certificate be submitted to the MTO system, and how long does it take to appear?
- What is included in the course fee, and what are the terms if I need to reschedule?
- Do you have a written course outline showing the 20-hour classroom curriculum and in-car schedule?
How to Confirm Your BDE Certificate Is Valid After Completing a Course
After finishing a BDE program, your completion should appear in the MTO's licensing system within a few weeks. You can verify this when you go to book your G2 road test on DriveTest.ca. The system will recognize your BDE certification and show your reduced 8-month wait period instead of 12 months. If the system does not reflect your BDE completion within 30 days of finishing your course, contact your driving school immediately. If the school cannot resolve it, contact the MTO directly. A legitimate school will fix this quickly. An unlicensed school will not respond or will have disappeared.
