Can a Permanent Resident Get an Ontario Driver's Licence?

Yes, permanent residents of Canada can get an Ontario driver's licence. Permanent residents are eligible to apply for a G1 licence, complete Ontario's graduated licensing program, and obtain a full G licence just like Canadian citizens. You must bring your Permanent Resident card and passport to the DriveTest centre.

Permanent Residents Are Eligible for an Ontario Licence

The Ontario Highway Traffic Act does not restrict driver's licences based on citizenship status. Permanent residents, protected persons, and individuals with valid immigration status in Canada can all apply for a G1 licence and progress through Ontario's graduated licensing system. Citizenship is not required.

Permanent residents must bring valid identification to DriveTest that establishes legal name and date of birth. At least one piece of ID must include a signature.

Can You Transfer a Foreign Licence as a PR?

Permanent residents who hold a valid driver's licence from certain countries may be eligible to exchange it for an Ontario licence without completing the full graduated licensing process. Countries with reciprocal agreements include the United States, United Kingdom, Austria, Belgium, France, Germany, Japan, South Korea, Switzerland, and others. Starting from G1 as a New Arrival

If your country does not have a reciprocal exchange agreement with Ontario, you must start from the G1 knowledge test regardless of your driving experience abroad. The process is the same as for any Ontario resident: pass the G1 written test, hold G1 for 12 months (or 8 with BDE), pass the G2 road test, hold G2 for 12 months, then pass the G road test.
